Soome Vabariigi välisministeerium avaldab lugupidamist Eesti Vabariigi välisministeeriumile ning tal on au teha ettepanek sõlmida järgmine Soome Vabariigi valitsuse ja Eesti Vabariigi valitsuse vaheline kokkulepe Soome Vabariigi valitsuse ja Eesti Vabariigi valitsuse vahelise investeeringute soodustamise ja kaitsmise lepingu muutmise ja lõpetamise kohta (edaspidi kokkulepe).
1. 13. veebruaril 1992. aastal Tallinnas alla kirjutatud Soome Vabariigi valitsuse ja Eesti Vabariigi valitsuse vaheline investeeringute soodustamise ja kaitsmise leping lõpetatakse.
2. Lepingupooled lepivad kokku, et punktis 1 nimetatud lepingu artikli 11 lõige 3, mis pikendab enne lepingu lõpetamiskuupäeva tehtud investeeringute kaitset, lõpetatakse samuti ja sellel ei ole nimetatud artiklis märgitud õiguslikke tagajärgi.
Soome Vabariigi välisministeerium teeb ettepaneku, et juhul kui Eesti Vabariigi valitsus kiidab nimetatud ettepaneku heaks, moodustavad käesolev noot ja Eesti Vabariigi välisministeeriumi vastusnoot kokkuleppe.
Kokkulepe jõustub kolmekümnendal päeval kuupäevast, mil Eesti poolelt saadakse teade , et kokkuleppe jõustumiseks vajalikud õiguslikud nõuded on täidetud.
Soome Vabariigi välisministeerium kasutab avanenud võimalust, et veel kord avaldada Eesti Vabariigi välisministeeriumile sügavaimat lugupidamist.

Eesti Vabariigi välisministeerium avaldab oma lugupidamist Soome Vabariigi välisministeeriumile ning tal on au viidata Soome Vabariigi välisministeeriumi 25. augusti 2020 noodile nr PCOTQ4CA-5, mis käsitleb Soome Vabariigi valitsuse ja Eesti Vabariigi valitsuse vahelise investeeringute soodustamise ja kaitsmise lepingu muutmist ja lõpetamist ning mille sisu on järgmine:
„Soome Vabariigi välisministeerium avaldab oma lugupidamist Eesti Vabariigi välisministeeriumile ning tal on au teha ettepanek sõlmida järgmine Soome Vabariigi valitsuse ja Eesti Vabariigi valitsuse vaheline kokkulepe Soome Vabariigi valitsuse ja Eesti Vabariigi valitsuse vahelise investeeringute soodustamise ja kaitsmise lepingu muutmise ja lõpetamise kohta (edaspidi kokkulepe).

Eesti Vabariigi välisministeerium kinnitab, et Eesti Vabariik kiidab eespool esitatu heaks. Seega moodustavad Soome Vabariigi välisministeeriumi noot ja käesolev vastusnoot Eesti Vabariigi valitsuse ja Soome vabariigi valitsuse vahelise investeeringute soodustamise ja vastastikuse kaitsmise lepingu muutmise ja lõpetamise kokkuleppe Soome Vabariigi valitsuse ja Eesti Vabariigi valitsuse vahel, mis jõustub kolmekümnendal päeval kuupäevast, mil Eesti poolelt saadakse teade, et kokkuleppe jõustumiseks vajalikud õiguslikud nõuded on täidetud.

VERBAL NOTE
The Ministry for Foreign Affairs of Finland presents its compliments to the Ministry of Foreign Affairs of the Republic of Estonia and has the honour to propose the conclusion of the following Agreement between the Government of the Republic of Finland and the Government of the Republic of Estonia on the Amendment and Termination of the Agreement between the Government of the Republic of Finland and the Government of the Republic of Estonia for the Promotion and Protection of Investments (hereinafter “Agreement”)
1. The Agreement between the Government of the Republic of Finland and the Government of the Republic of Estonia for the Promotion and Protection of Investments, signed on 13 February 1992 in Tallinn, shall be terminated.
2. The Parties to the Agreement agree that Article 11 paragraph 3 in the Agreement mentioned in paragraph 1, which extends the protection of investments made prior to the date of termination, shall also be terminated and shall not produce any legal effects provided in the said Article.
The Ministry for Foreign Affairs of Finland proposes that in case the Government of the Republic of Estonia accepts the above mentioned proposal, this note together with the reply note from the Government of the Republic of Estonia shall constitute the Agreement.
The Agreement shall enter into force on the thirtieth day after the date of the receipt of notification from the Estonian side that the legal requirements for the entry into force of this agreement have been fulfilled.
The Ministry for Foreign Affairs of Finland avails itself of this opportunity to renew to the Ministry of Foreign Affairs of the Republic of Estonia the assurances of its highest consideration.

The Ministry of Foreign Affairs of the Republic of Estonia presents its compliments to the Ministry for Foreign Affairs of Finland, and with reference to the Note No. PCOTQ4CA-5 from the Ministry for Foreign Affairs of Finland, dated 25 August 2020, concerning the amendment and termination of the Agreement between the Government of the Republic of Estonia and the Government of the Republic of Finland for the Promotion and Protection of Investments which reads as follows:

The Ministry of Foreign Affairs of the Republic of Estonia confirms that the foregoing is acceptable to the Republic of Estonia. Accordingly, the Note of the Ministry for Foreign Affairs of Finland and the present reply Note shall constitute the Agreement between the Government of the Republic of Finland and the Government of the Republic of Estonia on the Amendment and Termination of the Agreement between the Government of the Republic of Finland and the Government of the Republic of Estonia on the Promotion and Reciprocal Protection of Investments, which shall enter into force on the thirtieth day after the date of the receipt of the notification from the Estonian side that the legal requirements for the entry into force of this agreement have been fulfilled.
The Ministry of Foreign Affairs of the Republic of Estonia avails itself of this opportunity to renew to the Ministry for Foreign Affairs of Finland the assurances of its highest consideration.
