Eesti Vabariigi valitsuse ja Sri Lanka Demokraatliku Sotsialistliku Vabariigi valitsuse kultuuri-, haridus- ja teaduskoostöö kokkulepe

Välisministeeriumi teadaanne välislepingu lõppemise kohta
Eesti Vabariigi valitsus ja Sri Lanka Demokraatliku Sotsialistliku Vabariigi valitsus, edaspidi «lepingupooled»,
soovides arendada omavahelisi kultuuri-, haridus-, teadus- ja spordialaseid suhteid;
on kokku leppinud järgmises.
Artikkel 1
Lepingupooled toetavad ja hõlbustavad kahe riigi ülikoolide ning muude haridus- ja teadusasutuste otsekontakte ja koostööd ning soodustavad teadlaste, õppejõudude, ekspertide, üliõpilaste ja sportlaste vahetust.
Artikkel 2
Lepingupooled soodustavad kultuuri-, haridus- ja teadusalase teabe, dokumentide ja trükiste vahetust.
Artikkel 3
Lepingupooled kutsuvad teineteist osa võtma rahvusvahelistest kongressidest, kollokviumidest, sümpoosionidest, seminaridest ja teistest samalaadsetest kohtumistest.
Artikkel 4
Teise lepingupoole keele ja kultuuri tundmaõppimise edendamiseks kutsuvad lepingupooled teineteist osa võtma oma riigis toimuvatest keele, kirjanduse ja kultuuri suvekursustest.
Artikkel 5
Lepingupooled vahetavad kultuuri, ajaloo ja geograafia õppevahendeid, et anda teineteisele täpset ja küllaldast teavet oma riigi kohta.
Artikkel 6
Lepingupooled toetavad kahe riigi rahvusraamatukogude koostööd ning soodustavad raamatukogudevahelist trükiste vahetust ühist huvi pakkuvates valdkondades.
Artikkel 7
Lepingupooled vahetavad teavet oma riikides korraldatavate kunstifestivalide ja muude -ürituste kohta ning toetavad neist üritustest osavõttu.
Artikkel 8
Lepingupooled uurivad võimalusi vahetada kujutava kunsti ja tarbekunsti näitusi vastastikusel alusel.
Artikkel 9
Näitekunsti ja muusika alal toetavad lepingupooled oma esindajate osavõttu mõlemas riigis toimuvatest muusika- ja muudest kultuuriüritustest ning soodustavad muusikute ja teiste kunstnike vahetust.
Artikkel 10
Lepingupooled edendavad koostööd arheoloogia, museoloogia ning ajaloo- ja arhitektuuripärandi säilitamise ja restaureerimise alal ning vahetavad asjaomast valdkonda käsitlevaid trükiseid.
Artikkel 11
Lepingupooled toetavad kahe riigi otsekontakte televisiooni ja raadio valdkonnas ning edendavad tele- ja raadioprogrammide vahetust.
Artikkel 12
Lepingupooled toetavad kahe riigi spordiorganisatsioonide ja noorteühingute otsekoostööd, et soodustada delegatsioonide, võistkondade, treenerite, ekspertide ja õpilaste vahetust ning edendada mitmesuguseid spordialasid ja noorte tegevusalasid käsitleva teabe ja asjaomaste dokumentide vahetust.
Artikkel 13
Kokkuleppe täitmiseks valmistavad lepingupooled ette kultuuri-, haridus- ja teaduskoostööprogrammid 2–3aastasteks perioodideks. Sellistes programmides täpsustatakse rahalised kohustused.
Artikkel 14
Kokkulepe jõustub viimase teate kättesaamise päeval, millega lepingupooled on teineteisele diplomaatiliste kanalite kaudu teatanud oma siseriiklike protseduuride täitmisest.
Artikkel 15
Kokkulepe on jõus viis (5) aastat ja pikeneb pärast seda sama pikaks perioodiks, kui üks lepingupool ei ole teisele lepingupoolele üks aasta enne sellise perioodi lõppu teatanud oma kavatsusest kokkulepe lõpetada. Lõpetamise teade jõustub üks aasta pärast seda, kui teine lepingupool on teate kätte saanud.
Lõpetamise korral võtavad lepingupooled vajalikke meetmeid, et tagada kõikide kokkuleppest tulenevate juba käigus olevate ühisprojektide täitmine.
Koostatud 29. jaanuaril 2004. aastal Stockholmis kahes originaaleksemplaris eesti, singali ja inglise keeles; kõik tekstid on võrdselt autentsed. Tõlgendamislahknevuste korral võetakse aluseks ingliskeelne tekst.

AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF ESTONIA AND THE
GOVERNMENT OF THE DEMOCRATIC SOCIALIST REPUBLIC OF SRI LANKA ON
CULTURAL, EDUCATIONAL AND SCIENTIFIC CO-OPERATION
Done at Stockholm on the 29 of January, 2004
The Government of the Republic of Estonia and the Government of the
Democratic Socialist Republic of Sri Lanka, hereinafter referred to as
“The Parties”;
– desirous of further development of their relations in the fields of culture, education, science and sports;
– have agreed on the following:
Article 1
The Parties shall encourage and facilitate direct contacts and co-operation between universities and other educational and scientific research institutions of the two countries, and shall promote the exchange of scientists, lecturers, experts, students and sportsmen.
Article 2
The Parties shall promote the exchange of information, documents and publications concerning education, science and culture.
Article 3
The Parties shall invite each other to participate in international congresses, colloquia, symposia, seminars and other similar meetings.
Article 4
In order to promote the knowledge of the other Party’s language and/or culture the Parties shall invite each other to participate in summer courses in language, literature and culture held in their respective countries.
Article 5
The Parties shall exchange educational materials on culture, history and geography in order to give each other correct and adequate information about their respective countries.
Article 6
The Parties shall encourage co-operation between the National Libraries of the two countries and shall promote the exchange of publications between the libraries in fields of common interest.
Article 7
The Parties shall exchange information on artistic events and festivals organized in their respective countries and shall encourage participation in these events.
Article 8
The Parties shall study the possibility of exchanging exhibitions in the field of fine and applied arts on the basis of reciprocity.
Article 9
In the field of performing arts the Parties shall encourage their representatives to take part in music and other cultural events held in both countries and shall promote the exchange of musicians and other artists.
Article 10
The Parties shall promote co-operation in the fields of archaeology, museology and preservation and restoration of historical and architectural heritage and shall exchange publications in the respective fields.
Article 11
The Parties shall encourage direct contacts between radio and television networks of the two countries and shall promote the exchange of radio and television programmes.
Article 12
The Parties shall encourage direct co-operation between sports and youth organisations in the two countries in order to promote the exchange of delegations, teams, trainers, experts and students as well as information and documents in various branches of sports and youth activities.
Article 13
To implement the Agreement the Parties shall prepare programmes for cultural, educational and scientific co-operation for periods of 2–3 years. Such programmes shall detail financial obligations.
Article 14
The Agreement shall enter into force on the receiving date of the last notification by which the Parties have notified each other, through diplomatic channels, of the completion of their internal legal procedures.
Article 15
The Agreement shall remain in force for a period of five (5) years and shall continue to be in force thereafter for a similar period of five (5) years unless, one year before the expiry of such period, either Party notifies the other Party of its intention to terminate the Agreement. The notice of termination shall become effective one year after the other Party has received it.
In case of termination, the Parties shall take the required measures to guarantee the completion of any joint projects already undertaken under the present Agreement.
Done at Stockholm on the 29 of January, 2004 in two originals in Estonian, Sinhalese and English languages, all texts being equally authentic. In case of divergence of interpretation the English text shall prevail.
