Vabariigi Valitsuse korraldus kultuurikoostöömemorandumi heakskiitmise kohta
Välisministeeriumi teadaanne välislepingu jõustumise kohta
Koostatud 12. mail 2004. a Tallinnas, jõustunud 12. mail 2004. a
Eesti Vabariigi valitsus ja Egiptuse Araabia Vabariigi valitsus,
edaspidi lepingupooled,
• tunnistades vajadust süvendada ja
tugevdada vastastikust koostööd;
• mõistes kahe riigi
sõbralike suhete arendamise tähtsust;
• veendunud selles,
et kahe riigi kultuurikoostöö soodustab ja süvendab sõbralikke suhteid
ja edendab vastastikust mõistmist,
on kultuuri- ja kunstialase vastastikuse mõistmise memorandumi sõlmimisel kokku leppinud järgmises.
1. Toetada kultuurivahetust ja -koostööd mõlema riigi asjaomaste asutuste vahel võrdsuse ja vastastikkuse põhimõttest lähtudes ning oma riigi õigusakte ning rahvusvahelise õiguse norme järgides.
2. Vahetada teavet kummagi riigi kultuurielu ja neis riikides korraldatavate rahvusvaheliste ürituste kohta ning soodustada oma riigi esindajate osalemist neil üritustel.
3. Soodustada koostööd kummagi riigi riiklike raamatukogude ja muuseumide vahel ning publikatsioonide ja ekspertide vahetamist ühist huvi pakkuvates valdkondades.
4. Edendada koostööd arheoloogia, kultuuripärandi kaitsmise, säilitamise, uurimise ja restaureerimise alal ning soodustada nimetatud valdkondades publikatsioonide ja ekspertide vahetust.
5. Soodustada koostööd ooperi ja balleti, muusika ja teatri alal ning toetada artistide ja etenduste vahetust.
6. Arendada mitmekesist koostööd kultuuri- ja kunstialaste raamatute, perioodiliste väljaannete ja teiste publikatsioonide vahetuse teel ning aidata kaasa ühe lepingupoole osalemisele teise lepingupoole riigis toimuvatel rahvusvahelistel raamatumessidel kooskõlas selle riigi õigusaktidega.
7. Uurida näituste vahetamise võimalusi kaunite kunstide ja tarbekunsti ning traditsioonilise- ja rahvakunsti alal.
8. Toetada koostööd filmikunsti valdkonnas ja edendada filmide vahetust, samuti delegatsioonide vahetamist mõlemas riigis toimuvatel filmifestivalidel.
9. Arendada kultuurikoostööd UNESCO ja teiste rahvusvaheliste organisatsioonide raames.
10. Tegevuskavad käesoleva memorandumi rakendamiseks töötatakse välja ning kultuurialaste vahetustega seotud kulutused otsustatakse konsultatsioonide teel.
Käesoleva memorandumi alusel võivad kummagi riigi pädevad asutused oma tegevusalal koostöös teise riigi asjaomaste asutustega töötada välja eraldi programme ja lepinguid.
11. Käesolev memorandum jõustub selle allakirjutamise päeval.
12. Käesolev memorandum kehtib viis aastat ning see pikeneb automaatselt edasisteks perioodideks, välja arvatud juhul, kui üks lepingupooltest teavitab teist lepingupoolt kirjalikult kuus kuud ette oma otsusest memorandum lõpetada.
Kui memorandum lõpetatakse kooskõlas käesoleva artikliga, jäävad kõik selle memorandumi alusel alla kirjutatud ühised programmid ja projektid kehtima kuni nende täitmiseni.
Koostatud Tallinnas 12. mail 2004. aastal kahes eksemplaris eesti, araabia ja inglise keeles; kõik eksemplarid on võrdselt autentsed.
Erineva tõlgendamise korral võetakse aluseks ingliskeelne tekst.

MEMORANDUM OF UNDERSTANDING ON CULTURAL CO-OPERATION BETWEEN THE GOVERNMENT OF THE REPUBLIC OF ESTONIA AND THE GOVERNMENT OF THE ARAB REPUBLIC OF EGYPT
The Government of the Republic of Estonia and the Government of the Arab
Republic of Egypt, hereinafter referred to as the Contracting Parties:
•
recognizing the necessity to deepen and strengthen mutual co-operation,
•
aware of the importance of enhancing friendly relations between the two
countries,
• convinced that cultural co-operation between the two
countries encourages and deepens friendly relations and furthers mutual
understanding,
have agreed upon the following Memorandum of understanding on fields of culture and arts:
1 – To support exchange and co-operation between the relevant institutions of both countries in the field of culture on the basis of equality and mutuality, observing legislative acts of their respective countries and norms of the international law.
2 – To exchange information on cultural life in their countries and on international events organized in both countries and to encourage participation of their representatives in these events.
3 – To encourage co-operation between national libraries and museums of both countries and the exchange of publications and experts in the spheres of common interest.
4 – To promote co-operation in the field of archaeology, protection and preservation, research and restoration of cultural heritage and to encourage exchange of publications and experts in the relevant fields.
5 – To encourage development of co-operation in the field of opera and ballet, music and theatre, as well as to support mutual exchange of artists, and artistic performances.
6 – To develop diverse co-operation through exchange of books, periodicals and other publications on culture and art, and to encourage mutual participation in international book fairs organized in the respective country in accordance with its legislation.
7 – To consider possibilities of exchange of exhibitions in the field of fine and applied arts and traditional and folk art.
8 – To support co-operation in the field of cinematography and to promote exchange of films and of delegations in film festivals taking place in both countries.
9 – To develop co-operation in the field of culture within UNESCO and other international organizations.
10 – Action programs for the implementation of this Memorandum shall be worked out and the expenses involved in the cultural exchange shall be decided through mutual consultations. Based on this Memorandum the competent institutions of both countries are entitled to work out separate programs and contracts with their counterparts in each other’s country in their related fields.
11 – This Memorandum shall enter into force on the date of signature.
12 – This Memorandum shall remain in force for a period of five years and shall be extended automatically for other periods unless one Contracting Party informs the other Contracting Party in writing of its decision to terminate it six months prior to its expiration.
In case of termination of this Memorandum, accordingly, all common programs and projects signed on the basis of this Memorandum shall remain valid until the moment of their fulfillment.
Done at Tallinn this 12 day of May 2004 in two originals in Estonian, Arabic and English languages, all copies are being equally authentic.
In case of any divergence in interpretation, the English text shall prevail.
