Eesti Vabariigi valitsuse ja Iisraeli Riigi valitsuse vahelise kultuuri-, haridus- ja teadusalase koostöö lepingu rakendusprogramm aastateks 2002-2004

Eesti Vabariigi ja Iisraeli Riigi vaheline kultuuri-, haridus- ja teadusalase koostöö leping
Välisministeeriumi teadaanne välislepingu jõustumise kohta
Eesti Vabariigi valitsus ja Iisraeli Riigi valitsus, edaspidi pooled,
soovides arendada ja kindlustada vastastikuseid suhteid kultuuri,
teaduse ja hariduse vallas ning vastavalt Jeruusalemmas 12. juulil
1993. aastal kahe riigi poolt allkirjastatud kultuuri-, haridus- ja
teadusalase koostöö lepingu artiklile 13, on aastateks 2002–2004 kokku
leppinud järgmises programmis.
1. Kultuuripärand
1.1. Pooled edendavad koostööd kultuuripärandi säilitamise valdkonnas. Nad vahetavad teavet kummagi riigi kõnealust valdkonda käsitleva seadusandluse kohta.
1.2. Pooled on huvitatud restaureerimistegevuse ja -meetodite tundmaõppimisest.
Sel eesmärgil vahetavad mõlemad pooled igal aastal viieks päevaks ühe eksperdi.
2. Haridus
2.1. Pooled vahetavad soovitavat ja kasulikku üldteavet kõigil haridustasanditel ja kõigi haridusliikide kohta.
2.2. Iisraeli Riigi Haridusministeerium ning Eesti Vabariigi Haridusministeerium loovad otsekontaktid, et tutvuda üksteise üld-, kutse- ja kõrghariduse taseme ja süsteemiga.
2.3. Pooled vahetavad haridussüsteemi ja selle arengut tutvustaid dokumente ning asjatundjaid, et võrrelda hariduskorraldust ja õppekavasid ning jõuda valitsustevahelisele kokkuleppele üld- ja kutsehariduses haridus- ja kutsetunnistuste, diplomite ja akadeemiliste kraadide vastastikuse tunnustamise kohta vastavalt kavadele, mille töötavad välja asjatundjate koostöörühmad, kes kutsutakse kokku diplomaatiliste ja/või muude kokkulepitud kanalite kaudu.
2.4. Mõlemad pooled soodustavad koolitusprogrammide, õpikute ja muude õppevahendite, eriti ajaloo- ja geograafiaõpikute vahetamist. Mõlema poole asjatundjatel on õigus esitada kommentaare, anda hinnanguid ja teha ettepanekuid oma riigiga seotud teemade kohta.
2.5. Mõlemad pooled rõhutavad, et on oluline anda noortele teadmisi holokausti kohta. Pooled annavad üksteisele nõu holokausti ja antisemitismi teemade õpetamise meetodite kohta.
2.6. Eesti pool soodustab üld- ja kutsekoolide õpikute ja õppematerjalide autorite koostööd Iisraeli asjatundjatega holokausti käsitlevate peatükkide ettevalmistamisel.
Iisraeli pool soodustab üld- ja kutsekoolide õpikute ja õppematerjalide autorite koostööd Eesti asjatundjatega Teist maailmasõda käsitlevate peatükkide ettevalmistamisel.
2.7. Mõlemad pooled soodustavad Eesti õpetajate osavõttu holokaustiohvrite ja kangelaste memoriaali Yad Vashemi pakutavatel iga-aastastel kursustel Jeruusalemmas, kus haridustöötajatele antakse teadmisi holokausti ja antisemitismi kohta. Need kolmenädalased kursused inglise keelt oskavatele osavõtjatele peetakse jaanuaris ja juulis.
2.8. Mõlemad pooled võtavad vastu Stockholmi Rahvusvahelise Foorumi jaanuari 2000. aasta deklaratsiooni holokausti kohta ning teevad kõik oma võimuses oleva deklaratsiooni rakendamiseks.
2.9. Pooled vahetavad teavet ja kogemusi, mis käsitlevad
kutsekvalifikatsiooni standardite riikliku süsteemi ja kutsenõustamise
põhimõtteid ja korraldust, sealhulgas
– kutseõpetajate
kvalifikatsiooni taseme tõstmist ning
– tööturu ja
täiskasvanuhariduse süsteemi.
2.10. Pooled edendavad kutsehariduse alast teaduskoostööd.
2.11. Pooled vahetavad teavet erivajadustega noortele, eriti kurtidele, pimedatele ja vaegnägijatele ühiskonnas toimetuleku oskuste õpetamise kohta.
3. Üldharidus
3.1. Pooled toetavad algatusi koostöö ja otsekontaktide arendamiseks Eesti ja Iisraeli haridusasutuste vahel.
3.2. Eesti pool väljendab huvi pooltevahelise koostöö arendamise vastu eesti keele võõrkeelena õpetamise alal.
4. Kõrgharidus ja teadus
4.1. Pooled soodustavad vahetuste ja uurimistöö arendamist vastastikust huvi pakkuvates küsimustes teaduse ja tehnika alal, sealhulgas otsekoostööd akadeemiliste ning teadus-ja uurimisasutuste vahel mõlemas riigis.
4.2. Pooled soodustavad otsekoostööd Iisraeli Teaduste Akadeemia ja Eesti Teaduste Akadeemia vahel.
4.3. Pooled soodustavad teadlaste, õppejõudude ja üliõpilaste vahetust, sealhulgas osalemist teaduskonverentsidel ja seminaridel.
4.4. Pooled vahetavad teadlasi ja/või uurijaid (neli inimest, igaüks üheks nädalaks, või üks inimene kuuks ajaks) teadustöö või -uuringute tegemiseks. Mõlema riigi haridusasutused korraldavad need vahetused vastavalt oma võimalustele.
4.5. Mõlemad pooled tagavad oma võimaluste piires teise poole kandidaatidele võimaluse õpinguteks ja erialaseks koolituseks oma ülikoolides ja teistes haridus-, teadus- ja uurimis- ja kultuuriasutustes ning organisatsioonides.
4.6. Eesti pool toetab Iisraeli üliõpilasi, kes soovivad õppida Eesti ülikoolide Eestis kinnitatud kõrghariduse kaugõppe kavade põhjal vastavalt UNESCO eeskirjadele ning mõlema riigi õigusaktidele.
4.7. Iisraeli pool annab igal aastal ühe (1) stipendiumi üheks akadeemiliseks aastaks (kaheksaks kuuks) põhi- ja kraadiõppe üliõpilasele.
Eesti pool annab igal aastal ühe (1) stipendiumi üheks akadeemiliseks aastaks (üheksaks kuuks) põhi- ja kraadiõppe üliõpilasele.
4.8. Kumbki pool annab igal aastal ühe (1) stipendiumi keele suvekursusteks.
5. Noorte koostöö ja vahetus
5.1. Pooled soodustavad Eesti Vabariigi Haridusministeeriumi ning Iisraeli Noorte ja Noorte Täiskasvanute Vahetuse Nõukogu vahelise noortevahetuse lepingu ettevalmistamist ja sõlmimist kultuuri-, haridus- ja teaduskoostöö raamides.
6. Kultuur ja kunst
6.1. Pooled soodustavad koostööd erinevates kultuurivaldkondades ning otsesidemeid kultuuriorganisatsioonide ja -asutuste vahel.
Mõlemad pooled soodustavad vastastikuseid kunstnike, kirjanike ning kultuuri- ja kunstiasjatundjate külastusi.
Käesoleva programmi kehtivusajal vahetavad pooled igal aastal kolm asjatundjat viiepäevasteks külastusteks.
7. Teater
7.1. Pooled soodustavad kontakte näitekunsti alal nii elukutseliste kui isetegevuslaste tasemel, samuti ITI ja IATA tegevuse raames.
7.2. Pooled uurivad võimalusi vahetada teatrijuhte ja -truppe ning vahetavad teavet kummaski riigis toimuvate teatrifestivalide ja muude ürituste kohta.
8. Muusika ja tants
8.1. Pooled arendavad muusika-alast koostööd, uurides võimalusi vahetada soliste, dirigente, ansambleid ja orkestreid. Muusikute koolituse ja täiendkoolituse alal on Eesti pool valmis pakkuma koorijuhtide ja orkestrijuhtide täiendkoolitust ning on huvitatud solistide ja instrumentalistide koolitamise võimalustest Iisraelis.
9. Festivalid
9.1. Mõlemad pooled soodustavad ansamblite ja solistide, žüriiliikmete ja vaatlejate osalemist kummaski riigis organiseeritavatel suurematel festivalidel, konkurssidel ja üritustel. Pooled teavitavad igal aastal jooksvalt üksteist toimuvatest üritustest.
9.2. Iisraeli pool teavitab Eesti poolt järgmistest rahvusvahelistest
festivalidest ja tervitab Eesti poole osavõttu nendest:

muusika festival «Orient» – toimub üle aasta;

kammermuusikafestival;
Rahvusvaheline sakraalmuusika festival –

10. Kujutav kunst
10.1. Pooled edendavad kontakte kujutava kunsti alal, soodustades kunstnike, kunstiasjatundjate ja kunstikriitikute vahetust ja uurides võimalusi organiseerida vastastikku kunstinäitusi.
11. Muuseumid
11.1. Mõlemad pooled soodustavad otsekoostööd muuseumide vahel, sealhulgas näituste, dokumentide, trükiste vahetamist ning asjatundjate külastusi.
12. Kirjandus ja kirjastamine
12.1. Pooled soodustavad otsesidemeid ja koostööd kirjanike ja kriitikute vahel ning teabevahetust nende ühenduste ning kirjastajate ja raamatumüüjate ühenduste vahel.
12.2. Mõlemad pooled soodustavad üksteise kirjanduse tõlkimist vastavalt Heebrea Kirjanduse Tõlkimise Instituudi kaudu Iisraelis ja Eesti Kirjanike Liidu kaudu.
12.3. Iisraeli pool kutsub Eesti poolt osalema Jeruusalemma rahvusvahelisel raamatulaadal 2003. aastal (toimub üle aasta).
12.4. Pooled soodustavad otsekoostööd ning trükiste ja teabe vahetamist mõlema riigi rahvusraamatukogude, rahvaraamatukogude ja raamatukogutöötajate ühenduste vahel.
13. Arhiivid
13.1. Mõlemad pooled teavitavad pädevaid asutusi oma soovist toetada riiklike ja avalike arhiivide koostööd, samuti koostööd Eesti ja Iisraeli riiklike keskarhiivide vahel ning mõlema poole soovist võimaldada nimetatud koostöö tegemiseks isikute külastusi seitsme päeva jooksul aastas.
13.2. Pooled lepivad kokku tõhustada koostööd Yad Vashemi, Jeruusalemma ja Eesti Riigiarhiivi vahel, et teha Yad Vashemile kättesaadavaks koopiad dokumentidest, eriti nendest, mis käsitlevad Teise maailmasõja aastaid ja holokausti (Shoa).
14. Filmikunst
14.1. Pooled soodustavad filmikunstiga seotud koostööd, uurides muuhulgas vastastikku filmipäevade korraldamise ja filmikunsti üliõpilaste vahetuse võimalusi.
14.2. Iisraeli pool teavitab Eesti poolt rahvusvahelisest filmifestivalist Jeruusalemmas (iga-aastane), rahvusvahelisest filmifestivalist «Naabrid» Haifas (iga-aastane) ja üliõpilaste filmifestivalist Tel Avivi Ülikoolis (toimub üle aasta) ning tervitab Eesti poolte osavõttu nendest festivalidest.
14.3. Eesti pool teavitab Iisraeli poolt Pimedate Ööde filmifestivalist Tallinnas (iga-aastane).
15. Massimeedia
15.1. Mõlemad pooled teevad ettepaneku avaldada mõlema riigi ringhäälingu kaudu sobivaid materjale, mis kajastavad Iisraeli ja Eesti lähiajalugu ja kultuuri.
15.2. Mõlemad pooled tõhustavad koostööd riikide ajakirjanike liitude vahel, kusjuures muude inimeste hulgas vahetatakse ka kultuuriteemasid käsitlevaid ajakirjanikke.
16. Sport
16.1. Pooled edendavad töökontaktide arengut mõlemas riigis spordi ja kehakultuuriga tegelevate organisatsioonide, föderatsioonide ja asutuste vahel. Selleks vahetavad pooled rahvuslike spordiorganisatsioonide delegatsioone (2 inimest).
17. Muu tegevus
17.1. Pooled edendavad aktiivset kultuuri, hariduse ja teaduse alast koostööd rahvusvaheliste organisatsioonidega, näiteks UNESCO, Euroopa Nõukogu ja teistega.
18. Üldsätted
18.1. Kõik käesoleva programmiga seotud üritused on kooskõlas selle riigi õigusaktidega, kus nad toimuvad.
18.2. Pooled soodustavad valitsusväliste organisatsioonide vahelisi otsesidemeid ja vahetusi kõigis käesoleva programmiga hõlmatud valdkondades.
18.3. Käesolev programm ei välista vastastikusel kokkuleppel muude pooltevahelise koostöö arengut soodustavate ettevõtmiste korraldamist.
18.4. Pooled võivad vajaduse korral ja vastastikusel kokkuleppel taotleda rahvusvaheliste organisatsioonide osalemist käesoleva programmiga või allkirjastatavate programmi lisakokkulepetega sätestatud koostöövormide rahastamisel ja edendamisel.
18.5. Käesolev programm jõustub 1. jaanuaril 2002. aastal ning kehtib kuni 31. detsembrini 2004. aastal.
18.6. Järgmine ühiskomitee koosolek toimub Tallinnas 2004. aastal.
Koostatud ja allkirjastatud Jeruusalemmas 23. aprillil 2001. aastal kahes võrdväärselt kehtivas ingliskeelses eksemplaris.

EXECUTIVE PROGRAMME FOR CULTURAL, SCIENTIFIC AND EDUCATIONAL
COOPERATION
BETWEEN THE GOVERNMENT OF THE REPUBLIC OF ESTONIA AND THE
GOVERNMENT OF THE STATE OF ISRAEL
FOR THE YEARS 2002–2004
The Government of the Republic of Estonia and the Government of the
State of Israel,
Hereinafter referred to as the Parties, desiring to develop and consolidate mutual relations in the field of culture, science and education, and in accordance with the provisions of Article 13 of the Cultural, Educational and Scientific Agreement signed in Jerusalem on 12 July 1993 between the two countries, have agreed on the following Programme for the years 2002–2004.
1. Cultural Heritage
1.1. The Parties will encourage cooperation in the field of preservation of cultural heritage. They will exchange information concerning each other’s legislation in this field.
1.2. The Parties are interested in studying the activities and working methods of restoration.
For this purpose, both Parties will exchange one expert for a period of five days each year.
2. Education
2.1. The Parties will exchange desired and useful general information at all levels and on all types of education.
2.2. The Ministry of Education of the State of Israel and the Ministry of Education of Republic of Estonia will create direct contacts, in order to acquaint themselves with the level and system of general, vocational and higher education in each country.
2.3. The Parties will exchange documentation, presenting the educational system and its development, as well as experts, in order to compare teaching regulations and curricula and to reach an intergovernmental agreement on the mutual recognition of school certificates, vocational certificates, diplomas and academic degrees of the general and higher education, in accordance with plans to be worked out by specialized mixed groups of experts to be invited through diplomatic and/or other agreed upon channels.
2.4. Both Parties will promote exchange of schooling programmes, books and other teaching aids, especially books on history and geography. Experts from both Parties will have the right to comment, and give evaluation and suggestions on issues relating to their countries.
2.5. Both Parties stress the importance of education of young people with regard to the Holocaust. The Parties will consult each other on methods of teaching the themes of the Holocaust and anti-Semitism.
2.6. The Estonian Party will encourage the authors of textbooks and study materials for both schools of general education and the vocational schools to cooperate with the Israel experts in the preparation of chapters regarding the Holocaust.
The Israeli Party will encourage the authors of textbooks and study materials for both schools of general education and the vocational schools to cooperate with the Estonian experts in the preparation of chapters regarding World War II.
2.7. Both Parties will encourage the participation of Estonian teachers in the annual courses offered by Yad Vashem, the Holocaust Martyrs’ and Heroes’ Remembrance Authority, Jerusalem, on teaching about the Holocaust and anti-Semitism to educators. The three-week courses for English-speaking participants will be conducted during the months of January and July.
2.8. Both Parties shall adopt the Declaration of the Stockholm International Forum on the Holocaust, January 2000, and will do their utmost to implement them.
2.9. The Parties will exchange information and experience on the
national system of vocational qualification standards and the principles
and regulations of vocational counselling, including the subjects of
–
improving the level of qualification of vocational instructors;
–
labour market and adult education training system.
2.10. The Parties will promote cooperation in scientific research on developing vocational education.
2.11. The Parties will exchange information including the subjects of training social adults handicapped youth, especially the deaf, the blind and vision-impaired.
3. General Education
3.1. The Parties will support initiatives for cooperation and development of direct contacts between educational institutions in Estonia and in Israel.
3.2. The Estonian Party expresses its interest in the development of cooperation between the Parties in the field of instruction of Estonian as second language in Estonia.
4. Higher Education and Science
4.1. The Parties will encourage the development of exchange and research in the area of mutually interesting problems in science and technology, including direct cooperation between academic as well as scientific and research institutions in both countries.
4.2. The Parties will encourage direct cooperation between the Israel Academy of Sciences and Humanities and the Estonian Academy of Sciences.
4.3. The Parties will encourage the exchange of scholars, lecturers and students, including participation in scientific conferences and seminars.
4.4. The Parties will exchange scholars and/or researchers (four persons for one week each or one person for one month) for the purpose of scientific work and research. The institutions of higher learning of both countries will be responsible for these exchanges, according to their possibilities.
4.5. Each Party will ensure within its means to candidates of the other Party the opportunity to pursue studies and specialized training at its universities and other educational, scientific, research and cultural institutions and organizations.
4.6. The Estonian Party welcomes Israeli students, who wish to study in Estonian universities, in accordance with the higher educational programs of distance learning accredited in Estonia, and in accordance with UNESCO rules and legislation of both countries.
4.7. The Israeli Party will offer annually 1 (one) grant of one academic year (eight months) for graduate and post graduate students.
The Estonian Party will offer annually 1 (one) grant of one academic year (nine months) for graduate and post graduate students.
4.8. Each Party will offer 1 (one) scholarship for summer language courses every year.
5. Youth Cooperation and Exchange
5.1. The Parties will encourage the preparation and conclusion of a youth exchange agreement between the Ministry of Education of the Republic of Estonia and the Israel Public Council for Youth and Young Adults Exchange within the framework of cultural, educational and scientific cooperation.
6. Culture and Art
6.1. The Parties will encourage cooperation in different fields of culture and direct contacts between cultural organizations and institutions.
Both Parties will encourage invitations to each other’s artists, writers and experts in the fields of culture and arts.
During the validity of this Programme, the Parties will exchange three experts for five-day visits each year.
7. Theatre
7.1. The Parties will encourage contacts in the field of theatre both on professional and amateur level, as well as in the framework of the ITI and IATA activities.
7.1. The Parties will study the possibilities of exchange of theatre directors and theatre groups and will exchange information on theatre festivals and other events taking place in both countries.
8. Music and Dance
8.1. The Parties will develop cooperation in the field of music, studying the possibilities of exchanging soloists, conductors, groups and orchestras. In the field of pre- and in-service training of musicians, the Estonian Party is ready to offer in-service training for conductors of choirs and orchestras and is interested in training possibilities of soloists and instrument players in Israel.
9. Festivals
9.1. Both Parties will encourage the participation of groups and soloists, jurors and observers in major festivals, competitions and events organized in both countries. The Parties will inform annually each other events on an ongoing basis.
9.2. The Israeli Party informs the Estonian Party about the following
international festivals and welcomes its participation in the following
events:

10. Visual Arts
10.1. The Parties will promote contacts in the field of visual arts, encouraging exchange of artists, art experts and art critics, studying the possibilities of mutually organising art exhibitions.
11. Museums
11.1. Both Parties will encourage direct cooperation between museums, including the exchange of exhibitions, documentation, publications and visits of specialists.
12. Literature and Publishing
12.1. The Parties will encourage direct contacts and cooperation between writers and critics, encourage the exchange of information between their associations as well as those of publishers and booksellers.
12.2. The Parties will encourage the translation of the other Party’s literature respectively through the institute for Translation of Hebrew Literature in Israel and the Writer’s Union of Estonia.
12.3. The Israeli Party invites the Estonian Party to Participate in The Jerusalem International Book Fair – in 2003 (bi-annualy).
12.4. The Parties will encourage direct cooperation and exchange of publications and information between National Libraries, public libraries and associations of librarians of both countries.
13. Archives
13.1. Both Parties will inform the responsible authority of their wish to support cooperation between national and public archives, as well as cooperation between the Central State Archives in Estonia and in Israel, and the wish of both Parties to grant 7 days of personal visits yearly for the purpose of implementing the said cooperation.
13.2. The Parties agree to foster the cooperation between the archives of Yad Vashem, Jerusalem, and the Estonian State Archive, in order to make copies of documents, especially those pertinent to the years of World War II and the Holocaust (Shoa) available to Yad Vashem.
14. Film
14.1. The Parties will encourage cinema-related cooperation, studying, among other things, possibilities of organising mutual cinema days and exchanging film students.
14.2. The Israeli Party informs the Estonian Party of the International Film Festival in Jerusalem (annually), the International Film Festival “Neighbours” in Haifa (annually) and the Student’s Film Festival at Tel-Aviv University (biannually), and welcomes its participation.
14.3. The Estonian Party inform The Israeli Party of the Black Nights Film Festival in Tallinn (annually).
15. Mass Media
15.1. Both Parties will propose to present, through the broadcasting services in both countries, suitable material reflecting modern history and culture of Israel and Estonia.
15.2. Both Parties will foster cooperation between associations of journalists of the two countries, including exchange of persons, among them journalists working on matters of culture.
16. Sports
16.1. The Parties will promote the development of working contacts between organizations, federations and institutions that deal with sport and physical education in the two countries. With this aim the Parties will exchange delegations of national sports authority (2 persons).
17. Other Activities
17.1. The Parties will promote active cooperation within international organizations in the areas of culture, education, science and sport, such as UNESCO, the Council of Europe and other organizations.
18. General Provisions
18.1. All events connected with this Programme will be in accordance with the laws and regulations valid in the country where they take place.
18.2. The Parties will encourage direct cooperation and exchange between non-governmental organizations in all areas covered by this Programme.
18.3. This Programme does not preclude the possibility of undertaking other mutually agreed upon ventures conducive to the development of cooperation between the two Parties.
18.4. The Parties may, in case of need and upon mutual agreement, apply for the participation of international organisations in the financing and promoting of the forms of cooperation provided in this Programme or in complementary agreements to this Programme to be signed.
18.5. This Programme will enter into force on the 1st January 2002 and will remain effective until 31st December 2004.
18.6. The next meeting of the Joint Committee will take place in Tallinn in 2004.
