The Regulation is established on the basis of subsection 31 (7) of the Maritime Safety Act.
§ 1. Data to be entered in list of persons on board passenger ship
The following data shall be entered in the list of persons on board a passenger ship (hereinafter list of persons):
1) given name and surname of the person;
2) date of birth;
3) gender;
4) nationality;
5) when volunteered by a passenger, information concerning special care or assistance that might be needed by the passenger in an emergency.
§ 2. Principles for preparing list of persons
(1) Collection of the data for the purposes of preparing the list of persons shall be done in such a way that no undue delay is caused for passengers embarking or disembarking the ship.
(2) A multiplicity of data collection on the same or similar routes shall be avoided while preparing the list of persons.
(3) The operator shall delete the list of persons submitted to the Electronic Maritime Document Exchange when the ship has safely arrived at the port of destination.
(4) Forwarding of the list of persons to the Electronic Maritime Document Exchange shall not release the operator from the obligation to submit the documents required under Regulation No. 194 of the Government of the Republic of 19 May 2004, Procedure for Entering and Leaving Internal Sea, Ports and Waters of Transboundary Water Bodies Belonging to Estonia by Ships and Recreational Craft.
§ 3. Repeal of Regulation
Regulation No. 13 of the Minister of Economic Affairs and Infrastructure of 23 February 2015, List of Data to be Entered in List of Persons on Board Passenger Ship, Principles for Preparing List, and Requirements for Register Maintaining List, is repealed.
