List of events that could lead to an emergency and that are subject to a risk assessment, and the authorities in charge of preparing an emergency risk assessment

This regulation is established under § 9 (1) of the Emergency Act.
§ 1. List of events that could lead to emergency and that are subject to risk assessment
Events that could lead to an emergency and that are subject to a risk assessment are as follows:
1) rescue event – a situation on land or inland waters which has developed as a result of a fire, an explosion, a collapse, a transport accident, environmental pollution, natural causes or other similar event and which endangers the life, health or property of a person or the environment;
2) police event – a situation on land, at sea or a transboundary water body which has developed as a result of a mass disorder, mass influx of refugees, a mass border violation, an attack on a site, occupying a site or other event within the competence of the police and which endangers the life, health or property of a person or the environment;
3) cyber incident – a security incident on a computer network which causes deviations from the intended functioning of cyberspace or the continuity of vital services or which endangers the life, health or property of a person or the environment;
4) radiological or nuclear accident – an accidental exposure situation which has developed as a result of a radiological accident or nuclear accident and which endangers the life, health or property of a person or the environment;
5) health care event – an event which has or could cause a life-threatening illness, injury or poisoning of many people;
6) infectious animal disease – an animal disease caused by a biological pathogen which endangers the life, health or property of a person or the environment.
§ 2. Authorities in charge of preparing emergency risk assessment
The authorities in charge of preparing an emergency risk assessment are as follows:
1) rescue event – the Rescue Board;
2) police event – the Police and Border Guard Board;
3) cyber incident – the Information System Authority;
4) radiological or nuclear accident – the Environmental Board;
5) health care event – the Health Board;
6) infectious animal disease – the Veterinary and Food Board.
§ 3. Entry into force of regulation
This regulation enters into force on 1 July 2017.
