This decree is established under § 34(1) of the Eesti Pank Act and Article 5 of the Statute of the European System of Central Banks and of the European Central Bank under Article 4 of Council Regulation (EC) No 2533/98 of 23 November 1998 concerning the collection of statistical information by the European Central Bank (OJ L 318, 27.11.1998, p. 8–19).

§ 1. Scope of the Decree
The decree establishes requirements for the reporting of the reserve requirement by credit institutions.
§ 2. Application of the Decree
The decree applies to all the credit institutions operating in Estonia, to branches of foreign credit institutions operating in Estonia, and to savings and loan associations (hereinafter credit institution). Branches of credit institutions established in Estonia that operate in other countries are not subject to the reserve requirement.

§ 3. Reserve requirement calculation base, reserve requirement ratios and reserve requirement calculation
The basis for calculating the reserve requirement, the reserve requirement ratios, and the application of them to the calculation of the reserve requirement is Regulation(EU) 2021/378 of the European Central Bank of 22 January 2021 on the application of minimum reserve requirements (recast) (ECB/2021/1).

§ 4. Submission of reports
(1) Credit institutions must prepare and submit to Eesti Pank reports in compliance with Appendix 1 “Format of the report on reserve requirement calculation” and Appendix 2 “Report on reserve requirement calculation”. The report code is 55.
(2) The report on reserve requirement calculation is submitted for the reporting periods shown on the calendar at the website address https://www.eestipank.ee/en/reporting-periods-report-reserve-requirement-calculation. The reporting period is the calendar month. The report is submitted to Eesti Pank by the 17th banking day of the month following the reporting period.

(3) The report is submitted in euros and rounded up to integers.
(4) The report is compiled using the definitions in Eesti Pank Governor's Decree No 3 of 30 March 2021 “Establishment of supplementary reports on a credit institution's balance sheet”.

(5) The reports are submitted to Eesti Pank electronically in the XML (eXtensible Markup Language) format, as in Decree No. 4 of the Governor of Eesti Pank of 29 May 2018 “Requirements for the electronic submission of reports” (RT I, 05.06.2018, 1).

(6) If errors are identified in the report, a new, corrected report is submitted.
(7) In the absence of data on the reporting area, a blank report is submitted.
