§ 1.
(1) The land expropriated by the Republic of Estonia during the period between September 1939 and 23 July 1940 for USSR military bases shall be returned or compensated for to the persons whose land was expropriated or to the successors thereof, regardless of the manner in which the land was expropriated.
(2) The land specified in subsection (1) of this section shall be returned with all the buildings and structures situated on the land at the time of expropriation, if they have preserved.

§ 2. If a person from whom the land specified in § 1 was expropriated, acquired another land on the account thereof from the Republic of Estonia and which was nationalised on 23 July 1940, the nationalised land shall be returned or compensated for to the person or his or her successors at the request thereof. In this case they shall not be entitled to the return of or compensation for land specified in § 1 of this Act.

§ 3. The return of and compensation for land and buildings on the basis of this Act shall be effected pursuant to the procedure prescribed in the Republic of Estonia Principles of Ownership Reform Act (RT 1991, 21, 257; 1991, 45, 565; 1992, 19, 275; 1992, 33, 420; 1993, 15, 253 and 254; RT I 1993, 35, 545; 1993, 45, 639) and Land Reform Act (RT 1991, 34, 426; 1992, 10, 145; RT I 1993, 20, 354) and in other legislation established on the basis thereof in so far as provided otherwise by this Act.

§ 4. Applications for the return of and compensation for land specified in § 1 of this Act may be submitted to the county and city committees for the return of and compensation for unlawfully expropriated property within three months as of entry into force of this Act if they have not been submitted earlier.

§ 5. The Government of the Republic shall have the right to issue regulations for the procedure of implementation of this Act.
§ 6. This Act enters into force on the date of proclamation thereof.
