Continuing Education Standard

This Regulation is established under section 9 (1) of the Adult Education Act.

§ 1.  Scope of Regulation

  This Regulation establishes the requirements for continuing education curricula and for documents certifying participation in and completion of continuing education, and the list of continuing education curricula groups.

§ 2.  Requirements for continuing education curricula

 (1) A continuing education curriculum shall set out at least the following information:
 1) the title of the curriculum;
 2) the curriculum group;
 3) the learning outcomes;
 4) the requirements to be met for the commencement of studies, if they are a prerequisite for the accomplishment of the learning outcomes;
 5) the total volume of studies, including the proportions of classroom, practical and independent work;
 6) the content of studies;
 7) a description of the study environment;
 8) a list of study materials, if these are intended for the completion of the curriculum;
 9) the conditions for completion and the documents to be issued;
 10) a description of the qualifications, learning or work experience required for the provision of the continuing education under the particular curriculum.

 (2) A curriculum shall be prepared on a learning outcome basis. The learning outcomes shall be described by reference to the minimum level required for the completion of the curriculum. The learning outcomes of continuing education shall be worded in a manner that enables the knowledge and skills of a person completing the curriculum to be assessed.

 (3) The name of a curriculum shall reflect the content of the continuing education as precisely as possible and shall not be misleading. The mere name of an occupation is not an adequate name of a curriculum. It shall be possible to accomplish the purpose described in the name and learning outcomes of a curriculum by the end of the predetermined period of study.

 (4) If the purpose of continuing education consists in the acquisition of vocational, occupational or professional competences specified in a professional qualification standard or formal education curriculum, the stated purpose of the continuing education curriculum shall refer to the relevant professional qualification standard and its level or to the relevant formal education curriculum, and shall list the relevant competencies.

 (5) If the purpose of continuing education is to entitle the participants to operate in a certain field or to apply for the relevant right, this shall be stated as the purpose in the curriculum, and the preparation of the curriculum shall consider the specific requirements for the education as laid down in legislation.

§ 3.  Documents certifying participation in and completion of continuing education

 (1) A notice of participation in or passing continuing education shall be issued to a person if the accomplishment of the learning outcomes was not assessed or if the person did not accomplish all the required learning outcomes for the completion of the curriculum.

 (2) A certificate is the document that certifies the completion of the continuing education, which shall be issued to a person if the accomplishment of the learning outcomes was assessed and the person accomplished all the required learning outcomes for the completion of the curriculum.

 (3) A certificate and a notice shall set out at least the following information:
 1) the name and personal identification code of the person who participated in or completed the continuing education;
 2) the name of the continuing education institution and the registry code of the manager of the continuing education institution;
 3) the registration number of the notice of economic activities or activity licence in the Estonian Education Information System;
 4) the name of the curriculum;
 5) the time of provision of the continuing education and the volume of the continuing education;
 6) the place and date of issuing the notice or certificate;
 7) the number of the notice or certificate;
 8) the names of educators.

 (4) The data specified in subsection (3) 8) of this section may also be indicated in an annex to the certificate or notice.

 (5) In addition to the information specified in subsection (3) of this section, a certificate or its annex shall set out the learning outcomes accomplished and the methods of assessment of the accomplishment of the learning outcomes.

 (6) In the cases specified in section 2 (4) of this Regulation, a certificate or its annex shall also set out the professional qualification standard and its level or the formal education curriculum that provides for the competences the acquisition of which is the purpose of the continuing education.

 (7) A certificate and a notice shall be signed in accordance with the procedure established by the manager of the continuing education institution.

 (8) The certificates and notices issued by a continuing education institution shall be numbered and the continuing education institution shall keep records of them. The certificates and notices may be issued electronically.

§ 4.  Continuing education curricula groups

 (1) The classification of curricula according to curricula groups and fields and broad groups of study shall be based on the International Standard Classification of Education, ISCED 97 (UNESCO, 1997).

 (2) The list of continuing education curricula groups is set out in the Annex to this Regulation.

§ 5.  Entry into force of Regulation

  This Regulation enters into force on 1 July 2015.
