Issuer: Peaminister Type: korraldus In force from: 17.03.2020 In force until: 19.03.2020 Publication notation: RT V, 18.03.2020, 3 Appointment of persons in charge of emergency situation work for coordinating compliance with orders and organising SMS alerts Passed 17.03.2020 No. 38 Due to the emergency situation declared by the Government of the Republic Order No. 76 “Declaration of an emergency situation in the administrative territory of the Republic of Estonia” of 12 March 2020, the person in charge of emergency situation decides: 1. Under § 25 (2) of the Emergency Act, the following persons are appointed as persons in charge of emergency situation work: 1) in the North region – Marko Rüü, Head of the Northern Rescue Centre of the Rescue Board; 2) in the South region – Margo Klaos, Head of the Southern Rescue Centre of the Rescue Board; 3) in the West region, except for Saaremaa – Heiki Soodla, Head of the Western Rescue Centre of the Rescue Board; 4) in the East region – Ailar Holzmann, Head of the Eastern Rescue Centre of the Rescue Board; 5) in Saaremaa – Margus Lindmäe, Head of the Saaremaa Rescue Region of the Western Rescue Centre of the Rescue Board. 2. The duties of the persons in charge of emergency situation work referred to in clause 1 are: 1) to coordinate compliance with the orders of the Government of the Republic and the person in charge of emergency situation in local authorities; 2) to organise collaboration between authorities of executive power and local authorities in complying with the orders of the person in charge of emergency situation and the Government of the Republic in the relevant region; 3) to coordinate the organisation of information exchange in local authorities. 3. Under § 25 (2) of the Emergency Act, the Secretary General of the Ministry of Economic Affairs and Communications is appointed as person in charge of emergency situation work for organising alerts through electronic communications undertakings. 4. The duties of the person in charge of emergency situation work referred to in clause 3 in the sphere of alerts are to organise, on proposals by competent governmental authorities, the communication of alerts to: 1) the clients of communications undertakings operating in Estonia; 2) persons using roaming in the territory of the Republic of Estonia. 5. Under § 24 (2) of the Emergency Act, the Ministry of Economic Affairs and Communications shall communicate this Order to Telia Eesti AS, Elisa Eesti AS and Tele2 Eesti AS. 6. Broadcasters and electronic communications undertakings shall publish the Order promptly in unaltered form and free of charge. 7. This Order takes effect upon signing. This Order can be appealed against pursuant to the procedure provided for in the Code of Administrative Court Procedure. Jüri Ratas Person in charge of emergency situation
