Standard for Hobby Education

The Regulation is established on the basis of subsection 9 (2) of the Hobby Schools Act.

1. chapter General Provisions

§ 1. Purpose and scope of application of Regulation

(1) The Standard for Hobby Education defines uniform requirements for hobby education in Estonia and is the source document for the hobby schools enabling the acquisition of hobby education.

(2) The Standard for Hobby Education applies to all hobby schools regardless of the legal status of a hobby school.

2. chapter Purpose and Functions of Hobby Education and Bases for Organisation of Studies

§ 2. Purpose of hobby education

(1) The purpose of hobby education is to provide opportunities for the comprehensive development of personality and to support young persons in their development into members of society with good coping skills.

(2) Hobby education shall:
1) be based on the participation and free will of young persons;
2) be based on equal treatment of hobbies and young persons;
3) support the development, independence, self-initiative, initiative and activity of young persons;
4) grant experiences of success and recognition to young persons;
5) grant joy from engaging in hobbies and cognition thereof to young persons;
6) develop creativity and social skills;
7) be open, positive and encouraging of young persons.

§ 3. Functions of hobby education

(1) The function of hobby education is discovering the creative abilities of young persons and the planned development of such abilities in order to support the development of an individual who:
1) thinks creatively;
2) knows how to set up goals and plans for his or her activities, and to evaluate such activities;
3) can choose, decide and bear responsibility;
4) can analyse the surrounding reality;
5) can work and is ready to co-operate;
6) understands the importance of knowledge and life-long learning and is able to learn.

(2) Hobby education shall support the sustainable development of Estonian cultural and sports traditions, technology, environment and local traditions.

§ 4. Bases for organisation of studies

(1) Hobby schools are divided into:
1) music and art schools;
2) sports schools;
3) centres of technology, natural science, creative activity and special interest.

(2) In the organisation of studies at a hobby school, various forms of study and methods of teaching shall be used, including lessons, sports training, performances, exhibitions, contests, hiking trips, camps, etc.

(3) Instruction at hobby schools is based on taking account of the individual differences of the students. Assessment takes place according to need and with the purpose of supporting the development of students in their studies, Assessment shall be based on different manners of giving feedback and direction of self-assessment and must provide encouragement and motivation.

3. chapter Requirements for Study Programmes for Hobbies

§ 5. Study programmes for hobbies

(1) A study programme for a hobby is the source document for studies which defines the purpose and contents of the hobby education provided.

(2) A hobby school shall prepare a study programme for each hobby taught.

(3) A study programme for a hobby shall contain:
1) the objectives of study and the period of study;
2) a list of subjects;
3) subject syllabi.

(4) The study programmes of hobbies shall be approved by the head of the hobby school.

§ 6. Registration of study programmes for hobbies

(1) Upon initial registration in the Estonian Information System for Education, the manager of the school shall submit the study programmes for all the hobbies under the conditions and pursuant to the procedure provided by the statutes of the Estonian Information System for Education.

(2) Upon registration or amendment of the study programmes for hobbies in the Estonian Information System for Education, the manager of the school shall determine the inclusion of the study programme of each hobby into one of the fields listed below:
1) sports;
2) technology;
3) nature;
4) music and arts;
5) general culture, including ethnic schools.

(3) The managers of schools shall submit, at least once a year, the alterations made to the study programmes for hobbies together with the full text of renewed study programmes and notices concerning the closure of existing study programmes to the Estonian Information System for Education under the conditions and pursuant to the procedure provided by the statutes of the Estonian Information System for Education.
