Eesti Vabariigi valitsus ja Kreeka Vabariigi valitsus, edaspidi pooled,
soovides edendada kahe riigi haridus- ja kultuurikoostööd kooskõlas 24. mail 1999. a Ateenas allakirjutatud Eesti Vabariigi valitsuse ja Kreeka Vabariigi valitsuse vahelise kultuuri-, haridus- ja teadusalase koostöö kokkuleppe artikliga 16, on leppinud kokku järgmise haridus- ja kultuurikoostöö programmi sõlmimises aastateks 2005, 2006 ja 2007.
1 – TEADUS JA HARIDUS
Artikkel 1
Pooled soodustavad otsekontakte ja koostööd vastastikust huvi pakkuvatel aladel oma kõrgharidusasutuste vaheliste otsekokkulepete allkirjastamise kaudu.
Artikkel 2
Programmi kehtivuse vältel kutsuvad pooled kuni kaks (2) kõrgharidusasutuste õppejõudu kuni seitsmeks (7) päevaks, et teha koostööd teise riigi teadlastega vastastikust huvi pakkuvatel teemadel, pidada loenguid või osaleda seminaridel ja sümpoosionidel.
Artikkel 3
Kumbki pool tagab igal aastal teise riigi üliõpilastele:
a)
ühe (1) stipendiumi kogukestusega kuni kümme (10) kuud kraadiõppeks või
uurimistööks;
b) kaks (2) stipendiumi keele ja kultuuri
suvekursusteks.
Artikkel 4
Pooled edendavad koostööd Euroopa Liidu projektide raames.
Artikkel 5
Pooled edastavad teise poole palvel oma riigi haridussüsteemi käsitlevat teavet ja dokumente.
Artikkel 6
Pooled edendavad koostööd põhi- ja keskharidusasutuste õpetajate vahel EL Sokratese programmi raames.
Artikkel 7
Pooled soodustavad teise riigi keele, ajaloo ja kultuuri tutvustamist.
Artikkel 8
Kreeka pool teatab, et Kreeka Rahvushariduse Ministeerium on kehtestanud eksamineerimissüsteemi kaasaegsete keelte teadmiste hindamiseks ja sertifitseerimiseks. Eksam võimaldab omandada «Kratiko Pistopiitiko Glossomathias» (keeleoskuse riikliku tunnistuse). Eesmärgiks on keeleoskuse sertifitseerimissüsteemi ühtlustamine Kreekas ja teistes Euroopa riikides.
Eesti pool teatab, et Eesti Haridus- ja Teadusministeerium on moodustanud riikliku komisjoni, mis peab välja töötama Euroopa keelemapi põhimõtted ja näidismudeli Eesti põhikooli 6.–9. klassile. Ettepanek peaks valmima 2006.–2007. õppeaasta alguseks.
2 – RAAMATUKOGUD JA ARHIIVID
Artikkel 9
Pooled soodustavad koostööd oma riiklike arhiivide ja raamatukogude vahel kooskõlas kummagi riigi õigusaktidega.
Programmi kehtivuse ajal vahetavad pooled ühe (1) arhivaari või raamatukogutöötaja, kumbki kuni seitsmepäevaseks (7) ajavahemikuks, et nad oleksid informeeritud nende pädevusse kuuluvates küsimustes.
Nad vahetavad ka oma vastavaid arhiive ja raamatukogusid käsitlevaid teabematerjale, raamatuid ja ajakirju.
3 – KULTUUR
Artikkel 10
Pooled edendavad koostööd muusika ja etenduskunstide alal, hõlbustavad kontakte vastavate liitude ja organisatsioonide vahel, muusikute, teatri- ja tantsutruppide, kriitikute ja ekspertide vahetust. Pooled soodustavad vastastikust osalemist rahvusvahelistel festivalidel ja muudel kummaski riigis korraldatavatel üritustel.
Artikkel 11
Pooled edendavad koostööd kaunite kunstide ja tarbekunsti, arhitektuuri ja kunstiajaloo alal, hõlbustavad otsekontakte vastavate ühenduste ja organisatsioonide vahel, kunstnike, arhitektide, kunstikriitikute ja ekspertide vahetust.
Artikkel 12
Pooled soodustavad teist riiki esindavate kirjandusteoste avaldamist oma kirjastuste kaudu.
Sel otstarbel vahetavad nad ühe või kaks (1–2) kirjastajat või tõlkijat, igaüks kuni seitsmepäevaseks (7) ajavahemikuks.
Artikkel 13
Pooled edendavad otsekoostööd oma kirjanike ja kunstnike liitude vahel eesmärgiga ellu viia ühiseid koostööprojekte neid huvitavatel aladel.
Artikkel 14
Pooled vahetavad kaks (2) kirjanikku (üks neist võiks olla lasteraamatute autor), kumbki kuni seitsmepäevaseks (7) ajavahemikuks kogemuste vahetamise eesmärgil.
Artikkel 15
Pooled vahetavad ühe kunsti- või etnograafianäituse, mille teema lepitakse kokku diplomaatiliste kanalite kaudu.
Artikkel 16
Pooled vahetavad ühe (1) eksperdi konserveerimise alal ja ühe (1) etnograafi kuni seitsmepäevaseks (7) ajavahemikuks, et vahetada kogemusi nendel erialadel.
Artikkel 17
Pooled vahetavad kaks (2) arheoloogi või museoloogi, kumbki kuni seitsmepäevaseks (7) ajavahemikuks, et vahetada eri kogemusi nendel erialadel.
Artikkel 18
Pooled edendavad arheoloogia-alaste trükiste vahetust.
Artikkel 19
Pooled vahetavad kaks (2) spetsialisti ajaloo- ja kultuurimälestiste restaureerimise alal, kumbki kuni seitsmepäevaseks (7) ajavahemikuks.
Artikkel 20
Pooled korraldavad teineteise riigis filminädala. Üksikasjades lepitakse kokku otse kummagi riigi pädevate asutuste kaudu.
Artikkel 21
Pooled edendavad koostööd oma riiklike filmiarhiivide vahel, vahetades teavet ja audiovisuaalset materjali.
4 – MASSIMEEDIA
Artikkel 22
Pooled edendavad otsekoostööd oma avalike raadio- ja televisiooniorganisatsioonide vahel eesmärgiga vahetada raadio- ja televisiooniprogramme ja eksperte.
Artikkel 23
Pooled edendavad koostööd, et vastastikku vahetada kultuuri, kunsti ja ökoloogiat käsitlevaid harivaid televisiooniprogramme.
5 – SPORT
Artikkel 24
Pooled tunnustavad spordi tähtsust ja tähendust ülemaailmse rahu tugevdamise ning vendluse ja sõpruse edendamise vahendina rahvaste ja üksikisikute vahel.
Samuti tunnustavad nad nii spordi tähtsat hariduslikku, sotsiaalset ja psühholoogilist missiooni kui ka selle erilist panust rahva tervisesse.
Ülalmainitud põhjustel püüdlevad nad suurema koostöö poole spordi ja kehalise kasvatuse alal, et seada sisse otsekontaktid mõlema maa riiklike spordiorganisatsioonide vahel.
Selle koostöö sisu ja üksikasjad, kaasa arvatud koostöövõimalused mõlema poole spordiorganisatsioonide või -liitude vahel, määratakse kindlaks riigiasutuste vaheliste protokollidega koos vastavate aegumistähtaegadega.
Artikkel 25
Pooled tervitavad Rahvusvahelise Olümpiakomitee ja ÜRO Peaassamblee ühiseid pingutusi olümpiarahu põhimõtte taasrakendamiseks ja selle järgimiseks olümpiamängude ajal ja vahel.
Sellega seoses toetavad pooled Kreeka ja Rahvusvahelise Olümpiakomitee algatust Rahvusvahelise Olümpiarahu Keskuse moodustamiseks Ateenas ja kinnitavad uuesti oma tahet aktiivselt toetada seda algatust diplomaatiliste, hariduslike, kultuuriliste ja muude sobivate vahenditega.
6 – NOORSOOTÖÖ
Artikkel 26
Pooled edendavad koostööd oma noorteorganisatsioonide ja -institutsioonide vahel.
Pooled vahetavad asjaomast teavet ja kogemusi, silmas pidades eriti kõiki noorsootöö valdkondi.
7 – LÕPPSÄTTED
Artikkel 27
Kogu programmiga kavandatud tegevus lepitakse kokku diplomaatiliste kanalite kaudu ja kooskõlas vastuvõtva riigi õigusaktidega.
Artikkel 28
Programm ei välista muud kultuuri- või haridustegevust, mida pooled peavad soovitavaks ja milles nad diplomaatiliste kanalite kaudu kokku lepivad.
Artikkel 29
Juurdekuuluv lisa, mis määrab programmi alusel toimuvate vahetuste üld- ja rahastamistingimused, on selle programmi lahutamatu osa.
Artikkel 30
Programm jõustub selle allkirjastamise päeval ja kehtib kuni 31. detsembrini 2007, misjärel seda pikendatakse automaatselt kuni uue juhtprogrammi allkirjastamiseni.
Läbirääkimised ja uue juhtprogrammi allakirjutamine leiavad aset Ateenas 2008. aasta jooksul.
Koostatud ja allakirjutatud Tallinnas 15. juunil 2005. a kahes originaaleksemplaris inglise keeles.

A. TEADUSE JA HARIDUSE ÜLDSÄTTED
a) Isikute vahetus
Kandidaadid, kes vahetatakse käesoleva programmi alusel, esitab lähetav pool, kes teavitab vastuvõtvat poolt kaks (2) kuud enne kandidaatide välja pakutud väljasõidukuupäeva.
Lähetav pool esitab vastuvõtvale poolele andmed isikute kohta, andes teavet vahetatavate isikute eriala, kutsekvalifikatsiooni, akadeemiliste tiitlite, keeleoskuse (inglise keel või vastuvõtva riigi keel), programmi ja viibimise kestuse kohta ja samuti muud kasulikku teavet.
Vastuvõttev pool teavitab lähetavat poolt oma nõusolekust vähemalt üks (1) kuu enne väljapakutud külastuskuupäeva.
Pärast vastuvõtva poole nõusoleku saamist teatab saatev pool täpse väljasõidu aja vähemalt viisteist kuni kolmkümmend (15–30) päeva ette.
b) Stipendiaatide vahetus
1. Lähetav pool edastab vastuvõtvale poolele kandidaatide toimikud hiljemalt 31. märtsil.
2. Kandidaatide toimikutes peavad olema:
– CV;
–
õppeasutuste diplomite koopiad (kinnitatud);
– planeeritud
uurimistöö või õpingute kava;
– tervisetõend;
–
passi koopia;
– vastuvõtva kõrgharidusasutuse vastuvõtukiri
(kraadiõppe üliõpilastele).
3. Vastuvõttev pool teatab kandidaatide heakskiitmisest hiljemalt 30. juunil.
4. Stipendiaadikandidaadid peavad valdama kas vastuvõtva riigi keelt või inglise keelt. Kraadiõppes vahetatavad kandidaadid peavad hästi oskama vastuvõtva riigi keelt ja olema juba vastu võetud kraadiõppe programmi lähetava poole riigis.
c) Suvekursused
Lähetav pool edastab vastuvõtvale poolele kandidaatide toimikud mitte hiljem kui 31. märtsil.
Vastuvõttev pool teatab lõplikult kandidaatide heakskiitmisest hiljemalt 31. mail.
B. HARIDUSE JA TEADUSE RAHASTAMISTINGIMUSED
a) Isikute vahetus
1. Lähetav pool katab käesoleva programmi alusel saadetud kõrgkoolide õppejõudude reisikulud vastuvõtva riigi pealinnani ja tagasi.
2. Kreeka pool tagab:
– 90 eurot majutuseks hotellis ja kuludeks;
–
reisikulud Kreeka territooriumil, kui need tulenevad viibimisprogrammist;
–
tasuta arstiabi riiklikes haiglates hädaolukorra puhul.
3. Eesti pool tagab:
– hotelli tüüpi majutuse ja päevaraha;
–
reisikulud Eesti territooriumil, kui need tulenevad viibimisprogrammist;
–
tasuta arstiabi riiklikes haiglates hädaolukorra puhul.
b) Stipendiumide vahetus
1. Stipendiaadid tasuvad ise kõik reisikulud kahe riigi vahel.
2. Kreeka pool tagab:
– 440 eurot igakuisteks kuludeks kraadiõppe
üliõpilastele või uurimistööga seotud teadlastele, alates üliõpilase
Kreekasse saabumisest ja kogu stipendiumiaja vältel;
–
paušaalsummana 59 eurot saabumisel majutustasudeks neile, kes asuvad
elama Ateenas või 88 eurot neile, kes asuvad elama provintsides.
Üliõpilastel, kes korduvalt saavad stipendiumi, ei ole õigust sellele
summale;
– tasuta arstiabi riiklikes haiglates hädaolukorra puhul;
–
vabastuse õppemaksust, mida makstakse kraadiõpingute või uurimistöö eest;
–
reisikulud Kreeka territooriumi piires kooskõlas kraadiõppe üliõpilaste
kinnitatud õppeprogrammiga kuni 88 euro suuruse summani.
3. Eesti pool tagab:
– igakuise toetuse 4500 EEK, mis katab majutus-
ja elamiskulud;
– tasuta arstiabi riiklikes haiglates hädaolukorra
puhul;
– võimaluse jätkata õpinguid vastuvõtva riigi kodanikke
puudutavate maksetingimuste alusel.
c) Suvekursused
Stipendiaadid tasuvad ise kõik reisikulud kahe riigi vahel.
Kõik muud kulud (majutus, päevaraha, õppemaks) katab suvekursuste korraldaja vastuvõtvas riigis.
C. KULTUURI ÜLDSÄTTED
a) Isikute vahetus
Isikud, keda vahetatakse käesoleva programmi alusel, esitab lähetav pool, kes teavitab sellest vastuvõtvat poolt kolm (3) kuud enne välja pakutud väljasõidukuupäeva. Lähetav pool peab andma vastuvõtvale poolele ka kogu vajaliku teabe akadeemiliste ja kutsekvalifikatsioonide kohta ja samuti esitatava tööprogrammi, viibimise kestuse ja muud teavet, mis võiks kasulik olla.
Vastuvõttev pool teavitab lähetavat poolt oma otsusest vähemalt kolmkümmend (30) päeva enne välja pakutud väljasõidukuupäeva. Pärast vastuvõtvalt poolelt nõusoleku saamist teatab lähetav pool täpse väljasõiduaja vähemalt 15 päeva ette.
Käesoleva programmi (kultuurikoostöö) alusel vahetatud külalistel peab olema hea vastuvõtva riigi keele või inglise keele oskus. Külalistele, keda vahetatakse vähem kui ühekuuliseks (1) ajavahemikuks, katab vastuvõttev riik vajadusel inglise keele tõlgi kulud.
b) Näituste vahetus
Lähetav pool teavitab vastuvõtvat poolt ettevalmistatava näituse kuupäevadest ja teemast vähemalt 12 kuud ette. Näituse asjakohaseks korraldamiseks annab lähetav pool vajalikku tehnilist teavet nii kavatsetava näituse kohta kui ka vajalikku materjali kataloogi trükkimiseks (eessõna, objektide, fotode jms loetelu) vähemalt kolm (3) kuud enne avamist. Eksponaadid peavad jõudma sihtkohta vähemalt 15 päeva enne näituse avamist.
D. KULTUURI RAHASTAMISTINGIMUSED
a) Isikute vahetus
Käesoleva programmi alusel saabuvate isikute reisi- ja vastuvõtukulud kaetakse järgmiselt:
1. Lähetav pool katab riikidevahelise reisimise kulud vastuvõtva poole pealinnani ja tagasi.
2. Kreeka pool tagab:
– 90 eurot päevas hotelli ja elamiskulude
katteks
– paušaalsummana 90 eurot saabumisel ühe külastuse kohta
reisikulude katmiseks Kreeka piirides.
3. Eesti pool katab majutus- ja ülalpidamiskulud Eesti seaduste kohaselt ning samuti reisikulud Eesti Vabariigi territooriumi piires.
4. Hädaolukorra puhul tagavad mõlemad pooled käesoleva programmi alusel saabuvatele isikutele tasuta arstiabi riiklikes haiglates.
b) Näituste vahetus
1. Saatev pool katab näituse transpordikulud vastuvõtva riigi pealinnani ja tagasi. Näituste transpordikulude katmine vastuvõtva riigi piires, juhul kui näitusi korraldatakse rohkem kui ühes linnas, reguleeritakse erikokkuleppega kahe lepingupoole asjaomaste institutsioonide vahel. Selline erikokkulepe ei seo poolte valitsusi mitte mingite kohustustega.
2. Vastuvõttev pool katab näituse korraldamise kulud, kaasa arvatud saalide üürimise, julgeoleku, tehnilise abi (hoidlarajatised, ülespanek, valgustus, küte, mahavõtmine ning trükiste, nagu plakatite, kataloogide ja kutsete trükkimine) kulud. Vastuvõttev pool tagab näitusele reklaami.
3. Lähetav pool katab eksponaatide kindlustuse kulud näituse transportimise ja eksponeerimise vältel.
Kahjustuse korral annab vastuvõttev pool lähetavale poolele tasuta täieliku dokumentatsiooni, milles on ära näidatud kahjustuse põhjus, et hõlbustada lähetaval poolel kindlustusseltsilt kahjude korvamise nõudmist. Vastuvõttev pool ei ole volitatud tegelema kahjustatud eksponaatide esialgse seisundi taastamisega ilma lähetava poole nõusolekuta.
4. Lepingupooled lepivad eelnevalt kokku näitust saatvate inimeste arvus ja viibimise kestuses.
Kulud, mis on seotud voliniku ja vajadusel nende isikute külaskäiguga, kelle kohalolek on vajalik näituse ülespanekuks ja mahavõtmiseks, reguleeritakse käesoleva programmi rahastamistingimustega.
5. Kunstikollektiivide vahetuse rahastamistingimustes (teatrid, orkestrid jne) lepitakse kokku eraldi.
PROGRAMME ON COOPERATION IN THE FIELDS OF EDUCATION
AND CULTURE BETWEEN THE GOVERNMENT OF THE REPUBLIC OF ESTONIA AND THE
GOVERNMENT OF THE HELLENIC REPUBLIC FOR THE YEARS 2005, 2006 AND 2007

The Government of the Republic of Estonia and the Government of the Hellenic Republic, hereinafter referred to as “the Parties”, wishing to further develop and promote cooperation between the two countries in the fields of education and culture, in accordance with Article 16 of the Agreement between the Government of the Republic of Estonia and the Government of the Hellenic Republic on Co-operation in the Fields of Culture, Education and Science, signed in Athens on May 24, 1999, have agreed to conclude the following Programme on Cooperation in the Fields of Education and Culture for the Years 2005, 2006 and 2007.
1 – SCIENCE AND EDUCATION
Article 1
The Parties shall encourage direct contacts and cooperation in the fields of mutual interest, through the signing of direct agreements between their higher education institutions.
Article 2
During the validity of this Programme, the Parties shall invite up to two (2) members of the teaching staff of the higher education institutions, for the period of up to seven (7) days, in order to cooperate with scientists of the other country on subjects of mutual interest, give lectures or participate in seminars and symposia.
Article 3
Each Party will grant, annually, to students of the other country:
a)
one (1) scholarship of total duration up to ten (10) months for
postgraduate studies or research;
b) two (2) scholarships for summer
courses on language and culture.
Article 4
The Parties shall encourage cooperation within the framework of the European Union projects.
Article 5
The Parties, following a request, shall exchange information and documentation concerning the educational system of the other country.
Article 6
The Parties shall encourage cooperation between the teachers from the primary and secondary education institutions within the framework of the EU Socrates Program.
Article 7
The Parties shall encourage the diffusion of the language, history and culture of the other country.
Article 8
The Greek Party informs that the Ministry of National Education of Greece has established an examination system for the evaluation and certification of the knowledge of modern languages. The examination leads to the acquisition of “Kratiko Pistopiitiko Glossomathias” (State Certificate of Language Proficiency). The aim is to unify the certification system of the knowledge of languages in Greece and the other European countries.
The Estonian Party informs that the Ministry of Education and Research of Estonia has established a national commission intended to work out the basic principles and an example model of the European Language Portfolio for the grades 6–9 of the basic school in Estonia. The proposal should be ready by the beginning of the academic year 2006/2007.
2 – LIBRARIES AND ARCHIVES
Article 9
The Parties shall encourage the cooperation between their state archives and libraries in accordance with the rules and regulations of each country.
During the validity of this Programme the Parties will exchange one (1) archivist or librarian for a period of up to seven (7) days each for the purpose of being informed on matters of their competence.
They shall also exchange information material, books and periodicals concerning their respective archives and libraries.
3 – CULTURE
Article 10
The Parties shall promote co-operation in the fields of music and performing arts, facilitate direct contacts between appropriate associations and organizations, exchange of musicians, theatre and dance troupes, critics and experts. The Parties also encourage reciprocal participation in international festivals and other activities organized in both countries.
Article 11
The Parties shall promote co-operation in the fields of fine arts and applied art, architecture and art history, facilitate direct contacts between appropriate associations and organizations, exchange of artists, architects, art critics and experts.
Article 12
The Parties shall encourage the publishing of representative literary works of the other country, through their publishing houses.
For this purpose they will exchange one or two (1–2) publishers or translators for a period of up to seven (7) days each.
Article 13
The Parties shall encourage direct co-operation between their Associations of Writers and Artists, for the purpose of implementing common projects of cooperation in the field of their interest.
Article 14
The Parties shall exchange two (2) writers (one of them could be a writer of children books) for a period of up to seven (7) days each in order to exchange experience.
Article 15
The Parties shall exchange one art or ethnographic exhibition, the subject of which will be agreed upon through diplomatic channels.
Article 16
The Parties shall exchange one (1) expert in conservation and one (1) ethnographer, for a period of up to seven (7) days, in order to exchange experience on matters of their speciality.
Article 17
The Parties shall promote the exchange of two (2) archaeologists or museum experts for a period of up to seven (7) days each in order to exchange specific experience on matters of their speciality.
Article 18
The Parties shall promote the exchange of publications on archaeological issues.
Article 19
The Parties shall exchange two (2) specialists in restoration of historical monuments and monuments of cultural heritage for a period of up to seven (7) days each.
Article 20
The Parties shall organize a cinema week in each other’s country. The details will be agreed upon directly through the competent services of each country.
Article 21
The Parties shall promote the cooperation between their state cinema archives, through exchanging information and audiovisual material.
4 – MASS MEDIA
Article 22
The Parties shall encourage direct co-operation between their public radio and television organizations with a view to exchanging radio and television programs and experts.
Article 23
The Parties shall promote co-operation in order to exchange, mutually, educational television programs concerning culture, art and ecology.
5 – SPORTS
Article 24
The Parties recognise the importance and significance of sport as a means of consolidation of world peace and promotion of brotherhood and friendship among peoples and individuals.
Moreover, they recognise the important educational, social, cultural and psychological mission of sport as well as its special contribution to public health.
For the above-mentioned reasons, they shall pursue the encouragement of deeper co-operation in the area of sport and physical education to establish direct contacts between the state sport organizations of both countries.
The content and details of this co-operation, including the possibility of co-operation between the sport agencies or associations of both Parties, will be determined by protocols between the above-mentioned state agencies with specific expiry dates.
Article 25
The Parties welcome the joint efforts of the International Olympic Committee and the General Assembly of the United Nations for the revival of Olympic Truce and its observance during the Olympic Games and beyond.
Within this context, the Parties welcome the initiative taken by Greece and by the International Olympic Committee for the establishment of an International Olympic Truce Center in Athens and reaffirm their will to support actively this initiative by diplomatic, educational, cultural and other appropriate means.
6 – YOUTH
Article 26
The Parties shall encourage cooperation between their youth organizations and institutions.
The Parties shall exchange relevant information and experience, especially on developments taking place in every sector concerning youth.
7 – FINAL PROVISIONS
Article 27
All provisions and activities laid down in this Programme shall be carried out through diplomatic channels, and in accordance with the rules and regulations of the host country.
Article 28
The provisions of this Programme shall not preclude the Parties from agreeing, through diplomatic channels, on other cultural or educational activities, which they may deem desirable.
Article 29
The attached Annex containing general and financial conditions of exchanges in accordance with the Programme is an integral part of this Programme.
Article 30
The Programme will enter into force on the day of its signature and will remain in force until December 31, 2007, whereupon, it will be automatically extended until the signing of the new Executive Programme.
The negotiations and the signing of the new Executive Programme will take place in Athens within the year 2008.
Done and signed in Tallinn on 15th June 2005, in two original copies, in the English language.

ANNEX
A. GENERAL PROVISIONS FOR THE FIELD OF SCIENCE AND EDUCATION
a) Exchange of Persons
The candidates to be exchanged within the provisions of this Programme will be nominated by the sending Party which will notify the receiving Party two (2) months before the candidates’ proposed departure date.
The sending Party will present to the receiving Party personal particulars informing about specialization, professional qualifications, academic titles, languages spoken (English or the language of the host country), program and the duration of stay of those persons to be exchanged, as well as other useful information.
The receiving Party will notify the sending Party of its consent at least one (1) month prior to the proposed date of visit.
Upon receipt of the consent of the receiving Party, the sending Party
will
communicate the exact date of departure at least fifteen to
thirty (15 to 30)
days in advance.
b) Exchange of Scholarships
1. The sending Party will forward to the receiving Party the candidates’ files not later than March 31.
2. The candidates’ files must contain:
– curriculum vitae;
–
copies of study diplomas (certified);
– program of planned research
or studies;
– health certificate;
– copy of passport;
–
letter of acceptance from the receiving higher education institution
(for post-graduate students).
3. The receiving Party will announce the definite acceptance of the scholarship holders not later than June 30.
4. The candidates receiving scholarships must speak either the language of the receiving country or English. Candidates to be exchanged for post-graduate studies should have a good command of the language of the host country and have already been accepted in a post-graduate program in the sending Party’s country.
c) Summer Courses
The sending Party will forward to the receiving Party the candidates’ files not later than March 31.
The receiving Party will announce its final acceptance of the candidates not later than May 31.
B. FINANCIAL PROVISIONS IN THE FIELDS OF EDUCATION AND SCIENCE
a) Exchange of Persons
1. The sending Party shall cover the travel costs for the teaching staff of the higher education institutions sent under this Programme to the receiving country’s capital and back.
2. The Greek Party shall provide:
– 90 euro for hotel accommodation
and allowance;
– travel expenses within Greek territory if they
result from the program of stay;
– free medical care in public
hospitals, in case of emergency.
3. The Estonian Party shall provide:
– hotel-type accommodation and
daily allowance;
– travel expenses within Estonian territory if they
result from the program of stay;
– free medical care in public
hospitals, in case of emergency.
b) Exchange of Scholarships
1. Scholars themselves shall provide round trip transportation between the two countries.
2. The Greek Party shall provide:
– a monthly allowance of 440 euro
for post-graduate students or research scholars, beginning with the
student’s arrival in Greece and covering the duration of the scholarship;
–
a lump sum of 59 euro upon arrival for accommodation fees for those
settling in Athens or of 88 euro for those in the provinces. Students
whose scholarship has been renewed are not entitled to this sum;
–
free medical care in public hospitals, in case of emergency;
–
exemption from tuition fees paid for post-graduate studies or research;
–
travel expenses within Greek territory, according to the approved
program of studies of post-graduate students up to the sum of 88 euro.
3. The Estonian Party shall provide:
– a monthly allowance of 4500
EEK which covers the accommodation and living costs;
– free medical
care in public hospitals, in case of emergency;
– an opportunity to
pursue their studies under the payment conditions pertaining to the
citizens of the host country.
c) Summer Courses
Scholars themselves shall provide round trip transportation between the two countries.
All other expenses (accommodation, daily allowance, tuition fees) shall be covered by the organizers of the summer courses in the receiving country.
C. GENERAL PROVISIONS FOR CULTURE
a) Exchange of Persons
Persons to be exchanged within the provisions of this Programme will be nominated by the sending Party, which will notify the receiving Party of this nomination, three (3) months prior to the proposed departure date. The sending Party shall also supply the receiving Party with all necessary information on the academic and professional qualifications, as well as the proposed working program, duration of stay and any other information that might be useful.
The receiving Party shall notify the sending Party of its decision at least thirty (30) days prior to the proposed departure date. Upon receiving the consent of the receiving Party, the sending Party shall communicate the exact date of departure at least 15 days in advance.
Visitors exchanged within this Programme in the field of cultural cooperation shall be required to have a good command of the language of the host country or English. For visitors exchanged for a period of less than one (1) month, the expenses of an interpreter of the English language, if necessary, shall be covered by the receiving country.
b) Exchange of Exhibitions
The sending Party shall inform the receiving Party, at least 12 months in advance, about the dates and the theme of the exhibition under preparation. To make proper arrangements for the exhibition the sending Party shall provide essential technical information on the intended exhibition as well as material indispensable for the printing of the catalogue (preface, list of objects, photos, etc.), at least three (3) months before the opening. Exhibits shall reach the place of destination at least 15 days before the opening.
D. FINANCIAL PROVISIONS FOR CULTURE
a) Exchange of Persons
Cost of travel and reception of persons arriving under this Programme shall be covered as follows:
1. The sending Party will bear costs of international travel to and from the capital of the receiving Party.
2. The Greek Party will provide:
– 90 euro per day for hotel and
living expenses;
– a lump sum of 90 euro, upon arrival, per visit to
cover costs of travels within Greece.
3. The Estonian Party shall cover the costs of accommodation and maintenance according to Estonian law and also transport costs within the territory of the Republic of Estonia.
4. In case of emergency, medical assistance free of charge shall be provided in public hospitals by both Parties for persons arriving under the provisions of this Programme.
b) Exchange of exhibitions
1. The sending Party will bear costs of transportation of exhibition to and from the capital of the receiving country. The way of covering the costs of transportation of exhibitions within the territory of the receiving country, in case they will be organized in more than one town, shall be regulated by a special agreement between the institutions concerned of the two contracting Parties. Such special agreement shall not bind the governments of the Parties with any obligation.
2. The receiving Party shall bear costs of the organization of the exhibition, including costs of renting halls, security, technical assistance (storage facilities, installation arrangements, lighting, heating, dismantling and printing of publications, such as posters, catalogues and invitations). The receiving Party shall also provide publicity to the exhibition.
3. The sending Party shall bear costs of insurance of the exhibits during the transportation and the holding of the exhibition.
In case of damage, the receiving Party shall supply the sending Party free-of-charge with complete documentation referring to the cause of damage, in order to facilitate the sending Party to claim damages from the Insurance Company. The receiving Party shall not be authorized to deal with the work of restoring damaged exhibits to their original shape or form without the consent of the sending Party.
4. The Contracting Parties, in advance, express their consent on the number of persons accompanying the exhibition and on the length of their stay.
Expenses connected with the visit of a commissioner and, when necessary, of persons, whose attendance shall be required for the installation and the dismantling of the exhibition, shall be regulated according to the financial provisions of this Programme.
5. The financial conditions for the exchange of art collectives
(theatres, orchestras etc) shall be agreed separately.
